Purpose of the MTW Standard Agreement

The purpose of the Standard Agreement is:
  • To provide MTW agencies with better customer service by providing consistent, clear, and standardized language;
  • To ease the transition from a demonstration to a longer-term, operationally sound program;
  • To ensure that MTW agencies report outcome information to HUD so we can accurately evaluate the effects of MTW policy changes on residents, the agency’s operations, and the local community. MTW is in effect a laboratory for public housing, MTW agencies are implementing innovative initiatives, and HUD is increasingly focusing on the successes achieved through the MTW Demonstration program.

Overview of the MTW Standard Agreement

The MTW Standard Agreement is a new standardized version of HUD’s existing MTW Agreements with the participating MTW Demonstration Program agencies. The Standard Agreement authorizes a term of ten years, and contains up to four attachments.

Agencies that transition to the Standard Agreement are required to make the Agreement available for public review for a minimum of thirty days, and to hold public hearings so that residents and stakeholders may have an opportunity to present comments on the Agreement. The Agency must also present the Agreement at a Board meeting so that the agency Board of Commissioners can adopt a resolution that approves the MTW Agreement and authorizes the Executive Director of the Agency to execute the Agreement. Once the Agreement has been executed, the Agency will send the document to HUD.

MTW Plan and Report Requirements Under the Standard Agreement

Once an agency has an executed MTW Agreement in place, in order to implement new MTW initiatives using the expanded authorities provided in the MTW Agreement, it is necessary for the agency to include new initiatives in an approved Annual MTW Plan. The purpose of the Annual MTW Plan is to provide local stakeholders and HUD with a clear understanding of the Agency’s activities for the coming fiscal year. The Plan should specifically provide information on the items listed in Attachment B of the MTW Agreement. An initial MTW Plan may be submitted to HUD that covers the period from the signing of the Agreement to the beginning of the next fiscal year. Alternatively, agencies may delay submission of an Annual MTW Plan until the next fiscal year.

The Standard Agreement also includes Attachments A and D, which are customized to each individual housing agency.

  • Attachment A - Calculation of Subsidies
    HUD works with each MTW Agency develop an Attachment A that ties into the MTW Agreement.
  • Attachment D - Legacy and Community-Specific Authorizations
    For some MTW Agencies, the Agreement contains this Attachment that includes community-specific authorizations. HUD works with the Agency to add or correct language to ensure that the Attachment D serves the interests of all parties.
